The Codex account view rendered PostgreSQL UTC text directly. An operator whose browser clock showed 13:25 therefore saw approximately 11:25 without a timezone label and could mistake stale data for current state.
REQ-0114 was added in PR #2737 and implemented in PR #2738.
Account update, provider observation, quota reset, and recovery-probe timestamps now share one parser for PostgreSQL and RFC3339 instants. The WASM client converts them through the browser timezone and labels the visible value (local); the account row retains the exact server value as a tooltip.
sha-d9b1cab6c275./healthz: ok.Live provider recovery was also verified independently: SKAN refreshed from 100% to 0% at 11:05:02 UTC and consulting at 11:15:04 UTC, clearing their capacity blocks and restoring one available slot each.
