Change: PR #2709, merge revision 0c760c7d054aa82189b5dee6154a9faf43bab899
Three Codex Team workspace accounts were excluded from scheduling as provider-capacity blocked even though their included rolling 5-hour and weekly windows were below exhaustion. The provider snapshots reported paid workspace overage disabled through spendControlReached: true, while rateLimitReachedType was null.
AutoCoder treated the paid-overage spend-control signal as exhaustion of included subscription capacity. It now treats an explicit provider reached type or an included rolling window at 100 percent as exhaustion. Disabled optional paid overage no longer blocks available included capacity.
Fresh healthy snapshots clear the persisted circuit, cooldown reason, and recovery-probe state through the normal account telemetry path. No direct database repair was used.
