Deployed the general configured item-effect repair from PRs #289 and #290. The engine now applies authored effects from validated structured item-use state without item-name or action-word matching, derives omitted redundant targets safely, preserves unused multi-charge sources, and exposes bounded current manifestations of unconfigured active effects to the narrator on following turns.
