Fixed a transactional mismatch in turn resolution: administer was accepted by charged-item consumption but omitted from configured-effect application. Charged consumption and configured-effect creation now share the same completed-action classification, including structured consumed scope.

If reversal is ever required, remove only effect id configured-intoxicating-player-starting-1629de85-3b42-4e60-8c54-248a45cd9273-fantasy-suppository-1-0 from that session after confirming the exact session and turn state.
