The turn pipeline now lets personas create and maintain bounded private goals within their existing action decision. Saved game rules act as affirmative cultural grounding for personality, initiative, goals, speech, and social assumptions, while remaining hard constraints. Goal state commits only when the associated persona action survives enforcement and shared resolution unchanged; no additional planning model phase was added.

cargo test --workspace passed before merge./healthz returned ok; /readyz reported PostgreSQL and Qdrant ready.
