Moved the Docker data roots for both general Gitea Actions runners from root-backed Kubernetes emptyDir volumes to isolated directories on the dedicated runner storage filesystem:

Normal container image builds filled node-root ephemeral storage and caused kubelet DiskPressure evictions. The runner identity/config volumes were not changed; only disposable Docker layers moved.
DiskPressure=False and Ready=True after rollout.Reapply the repository-managed manifest. Do not restore Docker layer data to root-backed emptyDir; if the dedicated filesystem is unavailable, suspend CI builds and repair that filesystem instead.
