Game turns repeatedly waited and retried while the browser reported that item state was being reconciled. Production telemetry showed foreground persona decisions receiving HTTP 429 responses while frequent quick-action suggestion calls continued using the same provider.
Quick-action suggestion, interpretation, and rendering requests were classified as foreground inference. They therefore bypassed the shared optional-inference cooldown and cluster-wide serialization gate, allowing duplicate browser requests to contend with durable game turns. The generic deferred-turn error also incorrectly referred to item-state reconciliation before narration or item evaluation had begun.
